The same problem happened to me when I completely uninstalled Evolution. (No taskbar, no fun ...) I've also deleted some gnome files who caused the trouble ...
- First I had to reinstall Evolution by terminal. The only way to do that seems to be pressing Alt Ctrl F2 ... I thought: "That's it", but when I returned to desktop with Alt Ctrl F7, the taskbar hadn't come back yet. - Then, after I reinstalled gnome panel, also by terminal, the problem was resolved.
