I just experienced this problem on a coldboot (although I was too impatient to 
wait the 5-10 minutes to see if it recovered).
Adding the blacklist ITCO_wdt fixes the hanging issue.

Running Intrepid , uname 2.6.27-4-generic i686

I updated last night. It coldbooted fine this morning, but doing a cold boot 
this afternoon had failed
after a few installs and an update. I have attached the portion of 
/var/log/apt/term.log that contains
the updates/installs between working coldboot and non-working coldboot.
