`killall gnome-settings-daemon` has the same effect.  The key releases
are generated but not as multiple repeating events as observed in the
original report.

KeyRelease event, serial 33, synthetic NO, window 0x1a00001,

    state 0x0, keycode 67 (keysym 0xffbe, F1), same_screen YES,
    XLookupString gives 0 bytes:
