I have had the exact same problem on the same laptop model as Glenn
Coombs (Dell Inspiron 9400):  Suspend works the 1st time but never again
until reboot.

In fact, in my case, this is related to a hardware issue with the
integrated Bluetooth card and it caused similar suspend issues with
Vista (often resulting in a BSOD on suspend complaining about a
BUG_USB_DRIVER ).  Thus, I just disabled my Bluetooth card in the BIOS
and now Ubuntu 8.04 (and Vista) suspends and resumes properly.

Kernel version:  2.6.24-19-generic

I'm brand new to Ubuntu.  Let me know if you would like me to attach log
files.
