Nollapiste, Griphonwin, since you have a different problem than the original bug (which is for a hardy-updates upgrade), please file new reports instead of posting here, since it makes it hard to keep the problems and debugging apart.
Griphonwin, are you sure that you didn't have that broken /etc/postgresql/8.3/main/postgresql.conf already before installing postgresql-8.3? I don't see a way how the file could look like this after a clean installation of postgresql-8.3. Philip, I still need the information I asked for in comment 3.
