I'm still seeing this problem on a recent upgrade from Hardy -> Ibex. Single NIC, configured for a static IP using /etc/network/interfaces. Network manager starts up and its tooltip says "No network connection"; it shows the icon with the red and white X in it. Pidgin/Epiphany/Firefox all start in offline mode.
