Interesting... it only seems to happen when Nvidia powermizer is on Performance Level 0. The commands work fine when it's on Level 2!
I am running a newer driver: The currently installed driver is: 'NVIDIA Accelerated Graphics Driver for Linux-x86_64' (version: 177.67). Maybe I'll try rolling back and see if I can still reproduce this bug.
