I've managed to narrow this bug down a bit. After a fresh boot I can enable and disable the webcam by pressing fn + f6 and it'll show in lsusb. But disabling the camera after running cheese or starting cheese with the camera disabled breaks the fn + f6 function. The webcam does not show up in lsusb after that, no matter how many times I press fn + f6.
