I encountered exactly this problem with 8.10 (Intrepid) beta desktop CD. Procedure:
Boot Intrepid beta Ubuntu Desktop CD. Select Shutdown. Results: Ubuntu shuts down, ejects CD tray, closes CD tray, locks CD tray. System waits for user to press Enter. System powers off with CD still in drive.
