In this case it is about w32codecs and I cannot see it as illegal to install this package from Medibuntu. Its also up to me as owner after reading Medibuntus disclaimer to judge about this. Mplayer is registered in Hungary which also is a member in EU and you can download their codecs package. So more information is needed for this GUI. Another issue is todays standard for Totem/G-streamer compared with VLC and Mplayer but thats another bug.
