After a night of less sleep, I got the radius server running. If I may
speak honestly, I would suggest to create modules-available and modules-
enabled for modules derived from the old freeradius 1.x modules {}
section, i.e. ldap, pap, mschap, ...

The modules-section as about 1180 lines (including many comments), so to
not have the folder and some sample config snippets, users have exactly
to know, what they have to configure here.

A second point is the pidfile handling. The paths in radiusd.conf should
be:

run_dir = ${localstatedir}/run/freeradius
pidfile = ${run_dir}/freeradius.pid

otherwise freeradius won't start nor stop the service.
