This issue is not occuring anymore, I'm not sure if I got it fixed by 
adding to /etc/modprobe.d/options  file line :
 'options forcedeth msi=0 msix=0'  
and running  update-initramfs -u 
or by apt-get upgrade.

The next boot after that update-initramfs  was  not able to get net on 
but after that it has worked flawlessly.  Net comes up in boot and after
suspend/resume too.  

Found those modprobe tips from some other bug report here

 , but those were dated for <= 8.04 and  I did not have that problem with
 7.10 and 8.04 with this hardware.

The kernel version is  still same 2.6.27-4-generic as when reported.
