It'd actually be a bit more complex than that. The new fusa is
essentially meant to merge the functionality of the old fusa and
logout applets, thus the new fusa needs to be displayed if *either*
old fusa or logout applet is currently configured in the panel, and
appear at the respective place (with preferring the location of the
logout applet)

Ideally the logout applet wouldn't even appear there any more, as far
as I can see. When you add a new one, you should just get the new fusa
with its proper object ID.
