dapper ships 1.4.2-5ubuntu3 which is a pre-ucf version of nagios-plugins. Migrating to anything >= 1.4.4-1 will generate those spurious prompts. However once migrated they should not show up anymore in future upgrades.
We could fix it in a hardy SRU so that remaining dapper->hardy upgrades are unaffected. This would be done by checking for dapper.md5sums in debian/functions.
