Public bug reported: If the users starts Kpdf, and opens a document with the "Open..." command, and then selects the "Open..." command again, the file chooser dialog will show the directory of the currently loaded document. This is the behavior that users expect.
However, if the last document was opened with the "Open Recent" command, the file chooser of the "Open..." command shows the directory of the last file opened by the "Open..." command since the application started; or if none, the user's default document directory. The same happens, if Kpdf is started by double clicking on a pdf file: after selecting "Open...", the file chooser shows the default directory, not the directory of the current document.
