I have separate the original report in two different reports, then this report 
only affects Intrepid and KDE4 by the moment.
kde-i18n packages of KDE3 are now invalid for this report.
Nomination for Hardy can be revoked now from this bug.

** Description changed:

- If you install Kubuntu in a language, it is fully translated to that 
language, but if, later, you want to change the language to other, Kubuntu 
results in partially translated.
- For instance, if you install Kubuntu in English, and later you set it in 
Spanish, it is only partially translated into Spanish, but if you install it in 
Spanish since installation, it is fully translated( installed) in Spanish.
- I think this is applicable for 7.10, 8.04 and for Intrepid.
+ KDE translation packages (kde-l10n-xx) are missing on Intrepid, as
+ consequence, Kubuntu Intrepid cannot be translated to other languages
+ different than English.
  
- This problem is not present in Debian with KDE (both: 3.5 and 4.1).
