So it seems that it isn't being installed because the genisoimage package already "provides" it. But you can't remove genisoimage without also removing ubuntu-desktop, so you'd have to make a dummy package to work around this. But it's all beside the point, because unless the license issue is settled Ubuntu won't go back to using cdrtools and thus genisoimage should be properly fixed.
