I have the same experience. It prompt to create a keyring password on LiveCD which will just be erased once you reboot. I have experienced the same thing as Dennis; not being asked to create a keyring on an installed system (Gutsy & Hardy). Could this feature (which is currently on invalid/wishlist) possibly be fixed in Intrepid?
