Well your x session although not managed by a login manager still does
run as a user. Irexec, like all lirc apps needs to get configuration
loaded when starting. There is currently no defined systemwide
location for these things.

So once jaunty development starts you should come join us on IRC and
we can figure out the best place for development of this behavior.
