This bug has not been fixed. The problem is, that knetworkconf module uses for translation of string "State" this translation from kdelibs.po, which is intended for application "kcertpart", and this is bad. It would be right, when knetworkconf takes this translation from knetworkconf.po (here is the translation OK). So this bug must resolve the developer of knetworkconf. Seeing that in Kubuntu 8.10 is default desktop KDE4, I think not, that it will be easy.
