Public bug reported:

Intrepid/powerpc seems to be lacking any installable linux kernel, in
fact it's also missing the "linux-meta" generated meta-packages such as
"linux-image-powerpc"

this causes the install images to lack an installable kernel as well
(see 
http://cdimage.ubuntu.com/ports/daily/current/intrepid-alternate-powerpc+ps3.list)

the main cause for all of this seems to be that builds are failing
(see e.g.
