I can confirm what marcobra is trying to explain.

When I open update-manager the message: "Your sistem is up-to-date" is
misleading and not so clear. (New users can think that system is really
up to date, instead of clicking "check" button and checking if there are
new update available)

It should be changed (IMHO) in "Keep your system up-to-date" until user
clicks on "check" button.
