On Windows, Firefox will show the EULA to the user during installation and at the first run. Other softwares who provide deb package for Ubuntu will also show an EULA when you install the deb, not the first time you start the program.
Presenting the EULA to the user during the installation could also make the user "Wow! They also have Firefox!".
