Backports cannot really "fix" this bug (in terms of removing deprecated pcmcia-cs from systems)... Backporting a ubuntu-desktop package that does not have this dependency will not do much at all... dist-upgrade won't remove pcmcia-cs, and adding Conflicts is too much in my opinion, as I'm not sure what upgrade scenarios it might break.
As far as the init script, it takes 0.3 seconds to execute on my Dapper machine, roughly 0.8% of boot time.
