Incorrect. If the lid is closed then the automatic DPMS timeout is disabled, and the lid DPMS is forced off. When the lid id re-opened, then the DPMS is turned on, and the timeout restored. It sounds like you may be suffering from an ACPI problem (or a bios or hardware problem) where the lid status is not being detected correctly.
