This bug is about failure to upgrade to Ubuntu 7.04, not failure to
install in the first place (which is bug 179447). Lots of comments here
are about this second bug.

The only thing I can reproduce on a hardy -> intrepid upgrade is a
unnecessary question about /etc/tomcat5.5/catalina.policy upgrading.

This is because tomcat5.5 uses /etc as a place to autogenerate the
catalina.policy file. /etc should not be used for that, catalina.policy
should be moved to /var/cache/tomcat5.5 instead.
