No, sorry, I had not enabled it. I did read the online docs at https://wiki.ubuntu.com/Apport page, but did not see anything about having to enable it, or how to enable it. I have added a new section now describing how to do this, under the "How to enable apport" section. Thank you very much for pointing me in the right direction, and this bug report can be closed.
