Rejecting this bug, since it's not a bug of the package preferences
(GNUstep Preferences application), which has nothing to do with gnome.

For remote logins to shell, a user can set the LANG environment variable
to his preferred language. However I'm not sure if there's a gui for
doing this, or at least what it is called. Perhaps you could raise this
issue on the ubuntu-users mailing list [1]; I'm quite sure you will find
help there.
