Public bug reported:

Teach the installer to take an existing installation and 'rm -rf `echo
/target/* | grep -v home`' instead of formatting it.

Since Ubuntu doesn't do a separate /home, this will have to do.  This
should be the default operation.

It should also be possible to retain /etc/passwd entries for UIDs in
/home (offer to reset passwords); group entries (offer to reset groups);
and system administrator status.
