Would pausing the download be a better option?  There are definitely
cases when the system *needs* to be suspended (i.e. the battery is
critically low) and keeping Firefox open to modify the file system might
be harmful.

It might be better to implement either approach, then let the user
configure whether he or she wants the download to continue or the system
to suspend.
