I'm sorry if this isn't helpful, but I have the same problem. I tried to duplicate the environment for my original attempt to install flashplugin-nonfree (which failed as the reporter's did). I scripted my terminal session, and will try to upload that file now. The only DEBCONF variable that I explicitly set was DEBCONF_DEBUG to "developer".
