Public bug reported:

Shortly before Dapper was made final, a new fglrx driver was introduced
into the archive, with version number 7.0.0-8.25.18+2.6.15.11-1 .

With this driver, shutdown from the gnome menu only works about 1/4 of
the time.

Most of the timel, the screen immediately goes black after shutdown has
been selected and nothing more happens. At that point, only a hard
poweroff helps.

Downgrading to the following packages makes the bug go away:

linux-restricted-modules-2.6.15-23-amd64-k8_2.6.15.10-2_amd64.deb
linux-restricted-modules-common_2.6.15.10-2_all.deb
xorg-driver-fglrx_6.9.0-8.24.8+2.6.15.10-2_amd64.deb

This is on an HP nx6125 running Dapper/AMD64.

** Affects: xorg-driver-fglrx (Ubuntu)
     Importance: Untriaged
         Status: Unconfirmed
