This maybe related: I think there is a problem with punctuation and / or national keyboard maps on the server install (I believe that the workstation install is OK). I have had to do server installs again until I just used simple (non national) letters+digits passwords and then changed the passwords after installation to something rather more secure.
I use British English keyboards and I was the relevant questions before the password prompts.
