Public bug reported:

I have selected the "Download the updates but don't install them
automatically" option with Update Manager. Unfortunately, today's
updates were substantial and so the downloading is taking a while.
What's odd is that I can't dist-upgrade from the command line or say
"install" from update manager! It says /var/cache/apt/archives/lock is
unavailable. When you hover over the update manager panel icon it says
another process is running.

I think it's a bug that if you select that option you have this happen.
It informs you that there are updates, but you can't start the upgrade.
And when you try it gives you a big. As an experienced user it doesn't
bother me, but I think that it would bother someone who is new to
Ubuntu.
