Public bug reported:

Install scim, and im-switch (in Kubuntu)

cd /etc/X11/xinit/xinput.d/
sudo ln -s scim_xim default

sudo vi /etc/environment

add the following lines to the end:

LC_ALL=en_US.UTF-8
LC_CTYPE=en_US.UTF-8

Save, exit

Start skim from K-Menu. Configure it to autostart (right click systray
icon -> Configure -> FrontEnd/X Window -> checkbox "Start skim
automatically hen KDE starts"

Reboot machine

Login via kdm

The splash screen stops at "Restore Session".

Click once on desktop to release the splash.

KMenu->System->Konsole
(Konsole starts with no windeco)

ps ax | grep ksmserver,

shows ksmserver.

Either:
1) start kwin to get the windeco back
2) K->Logout->End Current Session, and relogin for everything to work again

This is reproduceable for me, i.e., everytime I start, ksplash stops at
"Restoring Session", and either I start kwin to continue, or logout and
relogin.

** Affects: scim (Ubuntu)
     Importance: Untriaged
         Status: Unconfirmed
