Public bug reported:

It would be really nice if the hardware volume keys (for example:
Fn+PgUp/Dn on my laptop) were handled before Ubuntu began playing
startup sounds. If you are in a meeting, and you know that your sound
is on, there is nothing you can do to stop the startup sound from
playing when you log in except change to a terminal and use alsamixer.
Ideally, mashing "Volume Down" repeatedly as soon as you login should
decrease the volume before you get to the desktop. As it is now, it
takes about 5-10 seconds of sound before the keys are handled, and
volume starts to decrease.

** Affects: Ubuntu
     Importance: Untriaged
         Status: Unconfirmed
