Replace the conditional compilation checks for
CONFIG_TARGET_SOCFPGA_AGILEX and CONFIG_TARGET_SOCFPGA_STRATIX10
with a CONFIG_TARGET_SOCFPGA_SOC64 check.

The affected code is common to all SOC64-based platforms, not just
Stratix10 and Agilex. Newer devices such as Agilex7M and Agilex5 also
fall under SOC64 and require the same handling.
