Not surprising, the author is a stickler for RFCs, so much so FileZilla Server is incompatible with many FTP clients due to uniquely defaulting to UTF8 ON, so it does not work correctly with non-UTF8 aware clients for non-ASCII characters, like ICS until recently. But FileZilla is non-commercial freeware, most commercial FTP software is of necessity designed to work with as many other FTP products as possible, bending, flexing, extending and ignoring RFCs in the process.
