Take the control panel.
Select "Network Connections"
Right click on each connection and select disable.
Now you have stopped all your interfaces.
Right click on each connection which was previously enabled and select 
enable.
Now you are back to the initial situation.
Check if the problem you had is cleaned up as you had rebooted.

If yes, then all those operations can be done programmatically.
btw: This is not related to ICS at all.
