The implementation of Python that you're using is written in C and relies on the C runtime library to provide a measure of cross-platform portability. The latest C runtime from Microsoft is called the "Universal CRT". It's an operating system component. As such, you should already have ucrtbase.dll and all of the API set DLLs, such as api-ms-win-crt-runtime-l1-1-0.dll, assuming your system is up to date via Windows Update.
