Start off by using the search engine of your choice, such as Duck Duck Go, Bing, Blekko, Google, Yahoo or Million Short, to search for Python libraries for captchas and image manipulation. If all else fails, try asking on the general Python mailing list, which has a lot more people, and you might get lucky and find somebody who can answer your question.
