I appreciate the existence of crouton, but from an Ubuntu perspective we have no steps to reproduce on Ubuntu without crouton so I'm marking this bug as Incomplete for Ubuntu. Please explain what action needs to be taken in Ubuntu openssh packaging to fix this, or what deficiency exists in the package that Ubuntu ships in technical terms, and then change the bug back to New.
