drop unity-voice dependency from HUD, remove unity-voice from archives

Bug description:
It'd be useful for hud not to depend on unity-voice anymore.
Optionally, unity-voice could be removed from archives and kept only
as a code repository on Launchpad until it's needed again.
< pete-woods> Mirv: unity-voice technically isn't used any more
< pete-woods> unity-voice has a dependency, though
< pete-woods> so would need to remove that from HUD first
< pete-woods> then you will also get space savings from the voice definition
files

recognition any more
