Hi, we do understand that this feature might be of interest for you but
this is not so often used and we don't want to overfill the power menu
with features that are occasionally used. On the other hand, the recover
mode might not be well understood by all the users and might create a
lot of confusion.

Bug description:
  when pressing the power button in Ubuntu Touch, the user has the
  option to Cancel, Power Off, or Reboot. If the user has enabled
  Developer Mode, then there should be an option to boot into
  recover/bootloader
