Bug description:
Per this bug 1382604
it was discussed that the sim pin prompt is occuring before the
greeter on boot, and doesn't seem to match the spec per this bug

Desired resolution:
As mentioned in comment #5 and this bug

authentication dialog and let it show after the greeter.
