Move from ota4 image to ota5 image doesn't update the override file
for the favourite apps

Bug description:
STEPS:
1. install on arale image 2 from rc (equivalent to ota4)
2. Upgrade to image 4 (ota5 candidate)
3. Check the apps scope
EXPECTED:
I should see 8 apps in the favourite section
ACTUAL:
I still see 6 and the override file hasn't been updated
