Public bug reported: trying to set my system up for cross building for arm hf. I added a new architecture, dpkg --add-architecture... added [arch=] for amd64, i386, and armhf to each item is sources.list, updated, and then installed dpkg-cross and the error occured during the install of crossbuild- essential-armhf.
