I got this error on Ubuntu 14.04 after the "Add printer driver"-thingie crashed while trying to add openprinting-gutenprint.
I tried many things including the suggestions here but the solution was to sudo apt-get install openprinting-gutenprint --reinstall The problem was that the program was half-installed so apt-get install and apt-get remove both failed. So did apt-get upgrade.
