I'm not sure I agree this should only be in developer versions. I need a phone which works (hence stable channel), but also like to develop and debug apps. The 2 use cases are not mutually exclusive.

Right now for that the app developers need to turn the device writable and manually install the gdbserver package. It would be much more convinient and secure to keep the device readonly and have the gdbserver pre-installed on the device.
