apport-collect failed withh Errno1 - wrong credential file

Bug description:
I have used apport-collect to get some additional information to a
report of mine.
The problem is the latest update seems to broken the authentifications
abilities of apport by launchpad.
On terminal I got:
apport-collect 1030345
ERROR: connecting to Launchpad failed: [Errno 1] Die Operation ist nicht
erlaubt: '/home/user/.launchpadlib'
You can reset the credentials by removing the file
"/home/user/.cache/apport/launchpad.credentials"
I have done so with:
:~/.cache/apport$ sudo rm launchpad.credentials
After this I got again:
~/.cache/apport$ apport-collect 1030345
ERROR: connecting to Launchpad failed: [Errno 1] Die Operation ist nicht
erlaubt: '/home/user/.launchpadlib'
You can reset the credentials by removing the file
"/home/user/.cache/apport/launchpad.credentials"
Steps to reproduce:
1.Install python-launchpadlib to the system(it is missing by default
installation in moment)
2.choose a bugnumer from lauchpad xxx
3.runfrom terminal: apport-collect xxx
4.The first time you do it will working
5.When finished choose a different bugnumber from launchpad yyy
6.run from terminal: apport-collect yyy
7.See the error message above
8.Remove the launchpad.credential file (see above)
9.rerun apport-collect yyy
10.See it failing again.
